The 2026 Valuation Bias and Fair Housing Rule
As of January 1, 2026, the Appraiser Qualifications Board (AQB) requires every appraiser to complete a course that meets the Valuation Bias and Fair Housing Laws and Regulations outline every two calendar years. This replaces New York's earlier fair housing and fair lending CE requirement.
How the hours work:
✓ First time: a 7-hour course. If you completed the 7-hour version (plus a 1-hour exam) in your qualifying education, you've already met this.
✓ Every two years after: a course of at least 4 hours.
✓ 7-hour vs. 8-hour versions: the 8-hour course is the same content as the 7-hour course, plus a 1-hour exam.
How to Plan Your CE Cycle
1. Take the required courses first. Schedule your USPAP Update and Valuation Bias and Fair Housing courses early in your cycle so they're never a last-minute scramble.
2. Spread out your electives. Taking a few hours at a time over two years is easier and keeps you current.
3. Choose electives that grow your business. Pick topics tied to the work you do, or want to do, from market analysis to specialized property types.
4. Hold more than one license? Double up. Many appraisal courses are also approved for real estate and home inspector CE, so one course can count toward more than one renewal.
5. Keep your certificates. Save every completion certificate in case you're selected for an audit.
